Canadian Foreign Minister François-Philippe Champagne hailed the agreement as a historic and positive step towards a peaceful and secure Middle East, adding that Canada welcomed the suspension of annexation plans. Australian Foreign Minister Marise Payne said the agreement was important and that the suspension of the annexation was important. These agreements concluded prior to the entry into force of this treaty will enter into force on the effective date of this treaty, unless they are otherwise. The principles of cooperation agreed in certain areas are attached to this treaty and are an integral part of this treaty. Yousef Al Otaiba, the UAE`s ambassador to the United States, issued a statement on 13 August in which he hailed the agreement as a “victory for diplomacy and for the region” and added how it “reduces tensions and creates new energy for positive change”. One of the main legal obstacles to the conclusion of a peace treaty between the United Arab Emirates and Israel was Federal Decree No. 15 of 1972 on the boycott of the Arab League (“Israel Boycott Law”) – a law prohibiting travel, transactions and trade relations with Israel in the United Arab Emirates. Violation of Israel`s boycott law (as in the case of other similar boycott laws throughout the Middle East region) has resulted in criminal prosecutions and imprisonment and/or fines. On 28 August 2020, the President of the United Arab Emirates, H.H. Sheikh Khalifa Bin Zayed Al Nahyan, passed the law on boycotting Israel following the announcement by the United Arab Emirates of the agreement between the United Arab Emirates and Israel. The Russian Foreign Ministry issued a statement stressing that as a member of the UN Security Council and the Quartet, it supported the two-state solution to the Israeli-Palestinian conflict. He noted that the agreement suspended the annexation of parts of the West Bank, which he described as an important element of the agreement, and said that the annexation plans were a major obstacle to the resumption of the Israeli-Palestinian dialogue. Russian President Vladimir Putin said on August 24 in a telephone conversation with Netanyahu that he hoped the agreement would strengthen the stability and security of the Middle East.
In a joint statement by Trump, Netanyahu and Zayed, it was said: “This historic diplomatic breakthrough will advance peace in the Middle East region and is proof of the courageous diplomacy and vision of the three leaders and the courage of the United Arab Emirates and Israel to find a new path that will unlock the great potential of the region.” The United Arab Emirates stated that it would continue to support the Palestinian people and that the agreement would maintain the prospect of a two-state solution between Israel and Palestine. Despite the agreement, Mr. Netanyahu said that Israel`s sovereignty over the Jordan Valley was still on the agenda and was only frozen for now. The Israeli Boycott Act was implemented in response to the lack of willingness to recognize Israel`s status as a legitimately sovereign country – with the League of Arab States supposed to defend the position that recognition can only come when the Palestinians have their own independent state.
